World University Championships 2006
Introduction
The 2006 World University Championships – featuring a programme of ISSF rifle, pistol and shotgun events - will be held in Pilsen from 7th to 9th September.
Discussions between GBTSF and the British Universities Sports Association (BUSA) have taken place, and it is planned that a team will be entered.
Funding
Although the funding available to GBTSF is currently undergoing substantial upheaval, as the transition to UK Sport of the previously SportEngland funded World Class Potential and Start programmes takes place, it has been agreed that eligible athletes currently on a World Class programme may use part of their award to attend this event. The English, Scottish and Welsh Target Shooting Federations have also agreed in principle that they may support athletes (in full or part) from within their funded Commonwealth Games squads.
Selection
The final team for this event must be selected in early August, in order to allow the entries to be submitted in time. GBTSF will nominate athletes based on performances at those matches already considered as part of the selection process for other GBR teams – namely international matches shot either as part of formally selected GBR or Home Country teams, along with a restricted number of domestic matches shot under ISSF rules. For Rifle & Pistol, this latter group will include at least the following events:

NSRA British Championships ESSU Open Championships SSRA & SPA Open Championships WAA Open Championships ESSU Open Championships NSRA Spring Meeting NSRA Pistol Championships NSRA 50m International Championships ESSU Open Championships SSRA Open Championships Isle of Man Easter Open
Other events run under ISSF Rules, for example the British Pistol Club and British Free Rifle Club Meetings at Bisley, the Hampshire Opens at Basingstoke and Headley Park and SSRA Grand Prix events at Denwood may also be considered. Indoor prone rifle and outdoor prone rifle competitions run on NSRA three-card-system targets will not be considered.
For Shotgun, this latter group will consist of the BICTSF selection meetings.
Those shooters who are not currently part of the relevant squads, but who wish to be considered for selection, are recommended to participate in as many of these matches as soon as possible, and to contact their respective Home Country federation to register interest in becoming involved in their international shooting programmes. Note that the equipment being used in these matches must comply with ISSF rules.
Eligibility
BUSA currently applies the following regulations when selecting representative teams to participate in FISU competitions:
FISU Regulations 5.2.1
Only the following may participate as competitors in a FISU Sporting Event:
i)Students who are officially registered for and are pursuing a full-time course of study at a University or similar institute whose status as a University is recognised by the appropriate national academic authority of their country (e.g. the Department of Education in the UK).
ii)Former students of the institutions mentioned in (i) who have obtained their academic degree/diploma in the year preceding the event i.e. within twelve months of SATISFACTORILY completing their course. N.B. - Students graduating in June/July 2006 are eligible to compete.
FISU Regulations 5.2.3
All competitors must satisfy the following conditions.
i)be a national of the country they represent (therefore hold a full 10 year UK passport)
ii) be at least 17 and less than 28 years of age on January 1st in the year of the event
iii) be amateurs as defined by the IOC and the appropriate FSI
Students studying abroad are eligible for selection provided they satisfy FISU regulations 5.2.1 and 5.2.3
Students attending courses franchised out from an institution [complying with FISU Regulations 5.2.1 (i)] are eligible for selection providing they also satisfy FISU Regulation 5.2.3.
Looking Forward
2007 sees Shooting included in the Summer Universiade for the first time, and GBTSF have already indicated that it intends to nominate athletes to compete at this multi-sport event in Bangkok. This hopefully only the start of the process. A World University Shooting Championships is scheduled for Beijing in 2008, and it is hoped that our sport will be included in the Summer Universiade of 2009 in Belgrade. Rifle shooting at University level in the UK is largely based around indoor smallbore prone shooting, with minimal outdoor shooting (all of it under domestic NSRA rules) and around fullbore shooting under NRA rules. There is very little air rifle, three positions rifle or pistol of any kind taking place, and little in the way of the ISSF shotgun events. The inclusion of shooting within these International events presents a real opportunity for university students across the UK to move their sport forward. It will take a substantial amount of effort on the part of the University clubs and associations to migrate at least some aspects of their sport towards the international arena, and the demand from this can only come from the students themselves, however this can only be of benefit to British shooting as a whole and support from the relevant governing bodies and other interested parties should be available to assist with this process.

Eligible shooters who wish to be considered for this year's Championships are requested register their interest with GBTSF as soon as possible, by completeing and returning the attached form as soon as possible.
