Tom recording a new personal best of four minutes 51.48 seconds and finished 15 seconds ahead of nearest rival Andrii Kryvchun of Ukraine.
Great Britain's mixed coxed four also took gold, beating Italy, the crew who pushed them into bronze in Beijing.
The coxed four crew was Vicky Hansford, Naomi Riches, Dave Smith, James Roe and cox Rhiannon Jones.
